Turn the Ship Around by David Marquet is a great book describing how leaders create the conditions for success, rather than directly deliver the success themselves, through Intent Based Leadership.

Defeat into Victory by Bill Slim (Field Marshal William Joseph Slim, 1st Viscount Slim, KG, GCB, GCMG, GCVO, GBE, DSO, MC, PC to give him his full title!) is the leadership reference guide for me. It covers the complete range of culture, approach, practical steps, personal charisma etc etc, in the most challenging of contexts imaginable.
